I have the honour to invite Your Highness's attention to a representation made to me by the Governor of Hongkong on behalf of the National Bank of China Limited.
This Bank has informed His Excellency that on January 15th a loan of $900,000 at 6% per annum was made by it to the firm of Tai Sang Tai and Chun Tai Sang, on the security of a quantity of official salt then in transit from Canton to Wuchow.
The mortgage was duly registered at the British Consulate-General at Canton.
On February 17th an order was placed under the control of the Taotai, who from time to time allowed Fung Tai Sang to take delivery of various quantities of the salt on proportionate repayment of the loan; the amount not reduced to $35,000.
